I have assisted a few clients to do the same for their appeal, and managed to get the approval for a client's compassvale BTO unit, as well as another client's keat hong BTO unit. Typically, family altruistic reasons have a stronger case but it also depends on individual circumstances and its on a case-by-case approval basis.
