Good morning! Unlikes private properties, HDB flats have to fulfill their specified MOP before they can be rented out as a whole unit and be sold. If for some reasons, you have to rent out or put it on sale. You can try to appeal to the HDB branch office in charge of your unit but unless reasons are valid if not, chances are slim.
