Hi,

1) Although this is not common, there are instances where the HDB flat is selling below valuation.
2) In those cases I have come across are majority due to selling to relatives or immediate family members.
3) If the selling is not too drastically lower than the market rate, no question will be asked by the HDB.
4) However if the selling price is selling more than 20% below the market rate the HDB will ask the seller for reason.
