Hi, got a few questions to ask.
1. ROM in July 15. spouse foreigner on WP. Can I apply for HLE before ROM date?
2. If we find a resale house we like can we proceed to negotiate price with the seller agent and OTP before ROM?
3. Can we complete the purchase of flat before ROM?
4. If answer to Q3 is no, when do we need to ROM by? before first appointment with HDB or? Thank you very much in advance.

Hi,

Yes definitely you can apply for HLE before ROM date. As long as you fulfil and qualify under non-citizen spouse scheme, you can purchase the resale flat and start to view units. ROM cert is typically required by the 1st appointment.

Since you are unsure about the process, you may wish to consider engaging an agent to proceed with you. Typical market rate for buyer agent is 1%+GST of price, the savings and limited hassle will definitely outweigh the fees. Thanks and hope to discuss further on your requirements.
