Dear sir/mdm,
The regulations indicated by HDB is to dispose off ownership of any overseas property within 6 months time frame from gaining possession of the HDB. If transfer of ownership to another family member is an option in this scenario, then it will suffice,
Should you have exhausted all the options of disposing off the property but still unable to do so, then you can appeal to HDB with all relevant supporting documents or materials (whatever you have to proof to show that you have no options in disposing the overseas property) and hope for a positive result in your appeal.
