Is your MOP of 5 years fulfilled? If so, yes you can purchase the next resale HDB. If your wife's name was added as an essential occupier back then so you guys can be eligible to keep the BTO, it is likely that both of you are considered 2nd timers. Buying direct from HDB is considered to be buying subsidized housing, hence it is considered one subsidy is used up. Yes you guys can still apply for another new BTO , but the chances will be quite slim as 2nd timer subscription rate is usually quite high with less quota of flats set aside for them. There is also a resale levy payable depending on the current flat type for your subsidized flat. Buying resale HDB will not require resale levy and as you have mentioned, you can qualify for the proximity grant if the next flat purchase is within 4km of your parents place.
