Depending on the type of property your parents own, your Mother may or may not be able to withdraw her name from the property.
You can form a valid family nucleus with your parents to purchase a HDB Resale flat. However, if the house you mentioned that your parents own is a private residential property, you will not be eligible to apply for a Sales of Balance flat, until at least 30 months after they dispose off the private residential property.
Lastly, do take note that should you purchase a HDB resale flat together with your parents, they will need to dispose off their current residential property latest within 6 months upon the HDB flat purchase.
