Unfortunately no, the whole building can only be billed after the exercise is complete for the whole block, and scheduled for certain dates. If you are looking to purchase, you might want to avoid such blocks and avoid the costs. But for SC locals its quite heavily subsidized. Thanks and hope it clarifies.
