Hi,
As long as they have not bought a flat direct from HDB twice, or receive housing subsidies twice, and can meet the eligibility conditions such as income ceiling and CPF requirements, yes they can apply for a new 3-room BTO again. Typically the current 4-room needs to be able to sell higher than the purchase price for it to be financially workable.
