Hi, can i get a resale HDB flat without any cash or COV involved?

Hi,

It is theoretically possible. You just have to find a seller who is selling at valuation.

But this is almost impossible in reality. All sellers ask for COV, even if it is 5k or 10k.

I would think the more possible are sellers whose flats are in very bad condition. But that would take a lot of cash for renovation too.
