Hi, can i get a resale HDB flat without any cash or COV involved

Hi Buyer,
It will be very tough to get any HDB without COV. Not impossible but is very very rare nowadays. Though reports mentioned that COV will be reduced, but it is hardly able to find one with no cash.
Depending on location, even minimum COV is in the range $20K to $25K.
