Yes it is possible. However, you will be liable for the Additional Buyer Stamp Duty (ABSD) of 12%. If you are buying for investment, it may take you several years of rental income just to recover the stamp duties paid.
Your HDB value may also have hit the saturation point and therefore unlikely to appreciate further. Please feel free to contact me so that I can examine your situation and provide you with some possible solutions.
