There is quite some essential information lacking in your questions. Thus I can only try my best to assist.

1) You didn't mention whether you own any property in your past marriage.
2) Assuming you do not own or only own a resale flat without grants.
3) As long as there is an SC in the HDB application, you will be able to apply for HLE and grant for resale HDB flat.
4) You may only able to offer an OTP when you receive the final court order. You will still need this even though there is no dispute on your separation.
5) You will need to submit this final & interim court order during your resale application submission.
6) If you solemnize your marriage in Singapore. You will not need to submit your marriage certificate.
7) But if you solemnize your marriage overseas, you will then need to submit this to your HDB branch office within 3 months of completion. Completion here I mean the day you collect your house key.
