1) Before answering whether your lost connection can be defined as deceased, you have to know the exact requirement for the Orphans Scheme.
2) There must be at least 2 applicants under the Orphan Scheme; SC + SC/SPR.
3) At least one of the deceased parents must have been an Sc or SPR.
4) None of your sibling who is below 35 yrs old buy/own another flat under:
(a) Orphans Scheme
(b) Single SC Scheme
(c) Joint Singles Scheme
(5) If you fulfilled the point (2), (3), & (4). I would suggest you post this question to the HDB for a black & white confirmation before you go ahead to search for your home:
