As you do not have any outstanding housing loan for your current place, your cash proceeds will be the final selling price minusing off the applicable levies and upgrading costs as well as the utilised CPF + accrued interest. As you are below the age of 55, you will not be required to retain a minimum sum in your CPF account.
As for purchasing a 4rm unit, you will require detailed planning according to your age as well as loan tenor, as effective 6th October, the MAS has released a new set of regulations for home buyers which you may wish to read more here:

In addition, you will be required to fulfill the 5years Minimum Occupation Period of the purchase of your 4room HDB before you are allowed to purchase a private property.
