For HDB loan, conveyancing can be done by HDB and you may find out the conveyancing fees involved at https://services2.hdb.gov.sg/webapp/BB14LFEESENQ/BB14PHomePage.jsp.

For purchasing a resale HDB, upfront cash requirement is as low as $2 and up to $5,000 if you are obtaining loan from HDB. It will depend on negotiation with the seller of the property in terms of the cash component. Your calculation for the stamp duty is correct and it can be paid by CPF. Another few costs to take note of will be the request for valuation fees ($120) as well as the resale application fees ($80), plus the fees to lodge the caveat ($64.45). Figures may not be accurate but thereabout from my memories.
