The stipulated rules during MOP:

1) Must physically reside in the property
2) Cannot own any other residential properties both locally and abroad
3) Cannot rent out the property as a whole unit

Anything that differs from above, you will have to write in for approval, thus you may wish to write in to HDB to appeal in this instance on question 1.

As for question 2, if you are planning to buy a BTO after selling the current EM, the same rules apply for the MOP I have mentioned above. In fact your questions are surrounding on MOP, therefore while you are eligible to purchase a BTO after your current EM is sold, your MOP period has to b fulfilled for the new purchase. If you are not physically residing in the property, it is not counted to be fulfilling the MOP.

Hi Sir/Mdm,

1. Yes it is possible to get special approval to rent out your HDB but HDB will extend the MOP accordingly as well. It is not possible for you to purchase a residential property overseas as you will still be under the MOP restrictions.

2. Buying a 2nd BTO is a good option if you are eligible because a new flat is cheaper and it is guaranteed that you will be able to sell at a profit in the future after MOP.

3. Yes it is possible to transact when you are overseas. I have a lot of my clients who are based overseas and managed to buy or sell their local properties.
