Unfortunately no you have to fulfil the MOP of 5 years before you can start to apply for the BTO. Getting resale may be a better option as it avoids the resale levy which is a cash outlay, and you can select the location you prefer.

May I have more info and requirements about your plans so to make better recommendations? Thanks and look forward to value-add to your housing plans.

I am glad to be of service. If you are going for BTO, you will have to wait to fulfil your MOP first.
Going for resale is a much better choice as you can pick the location and you might be eligible for some grants.

In reality, applying for BTO before MOP is more difficult than buying resale before MOP.
Honestly, you must have a very good reason because, you need the same reason to convince 2 department; resale & BTO.

The success of appeal vary from case-to-case basis. No one, even HDB themself has a template for you.

Before committing whether I could assist, would depenedent on the following:
1) Your current finance status
2) Your family nucleus; how many members and age, school status
3) Your parents, parents-in-law
4) Your HDB estate resale performance
5) Your intent of new estate or even existing estate of shifting

All the above will determine the success rate.
