MOP refers to Minimum Occupation Period hence owner need to be physically staying in the unit to fulfill it. Based on your granny's case, with proper medical records, HDB would allow the unit to be left vacant while she nurse to health. But to make it inclusive for consideration of MoP, that might be a challenge.
