Have a general question to ask.
As a property buyer, let's say I visit an existing resale property with my agent (e.g. HDB flat, private condo) and I really like the place and am keen to purchase it from the owners, but there are some outstanding flaws or defects (e.g. windows unable to be closed completely, cabinet doors unable to be locked and the keys are missing, aircon filters have not been changed for more than 1 year etc).
Can I request that the existing owners of that property rectify such flaws or defects first on their own (i.e. forking out the required $$ from their own pockets), before i proceed with the actual purchase?
What is the usual practice for such situations?
And is it just a verbal agreement with the existing owners, or must it be put down in writing as part of the contract?

I've recently downgraded to a 3 room resale flat so I would need to wait for another 5 years before I can re-sell it.
The reason why I asked the above question was to know in advance whether such a request could be made, when the time comes for me to sell this flat and buy another property after 5 years.

But let's say as a buyer I'm keen on retaining those specific items/features without any further renovation or changes. And I'm really keen to go ahead with the purchase and sign the OTP if those defects or flaws are rectified.
Can I then request for the current owner to rectify those defects or flaws?
