1. Would buying a HDB in Central/ Harbourfront ahead make more sense compared to other locations like Punggol. Would you share an insight article or your suggestion on location standpoint. Keeping in view we’ve lost about 10% of property value in our current HDB.

3. MOP in Dec can we list our current HDB in September. Understand OTP can only be signed after MOP date

By right, you are not allowed to market your flat before MOP completion date.
You need to submit to HDB website "intent to sell"
