Hello Gurus. Can I have your help on my case here.

My boyfriend and I have obtained HFE and both of us are listed as applicant. However we would like to switch to one owner and one essential occupier. Do you know if approved HFE can be amended through any on-line form or HDB hotline? Or we need to cancel this HFE and apply a new one?

And one more question. HFE under one owner and one occupier will entitle us less loan amount. But as long as we have sufficient cash to cover more down-payment, that shouldn't be an issue right?

Hi,

Will have to resubmit a new HFE, if changing to 1 owner and 1 occupier. The occupier's CPF OA can't be used for the property purchase, and his/her income will not be recognized for the loan. But for grant purposes, the income will be recognized as part of the household. As long as you have sufficient cash + CPF OA + loan to cover the full purchase price and stamp duties and related fees, it will be ok.

Dear Ms,

Thank you for writing in. You will be required to resubmit the HFE in this case, and do take note that since only 1 person is the applicant here with the other as essential occupier, loan assessment will only be based on the sole applicant, and utilisation of CPF will also be restricted to the sole owner. The essential occupier's income will no longer be considered for loan, and can only utilise cash to support the financing of the property. In the event that the loan amount is insufficient for the purchase, the shortfall amount has to be covered in cash on top of the downpayment and any COVs for resale where applicable.

For housing grant consideration as well as application for BTO, the combined income will be considered instead, therefore do work out the options carefully before making your next move.

Hi,

1) Approved HFE cannot be edited once approved. The reason is due to it includes tabulated loans based on both incomes.
2) Thus you will have to resubmit to specify only one as owner and the other as occupier. The loan will be based on the intended owner's income only.
3) Do note that the loan provided is 80% LTV. This does not mean that the whole amount can be utilized when the purchase is lower.
For example:
(i) loan is $450k, purchase price is $500k. The maximum loan dispersed will be 0.8*$500k = $400k. You will need to have a downpayment of $100k (CPF and/or cash) in order to make the purchase.
(ii) loan is $450k, purchase price is $450k. The maximum loan dispersed will be 0.8*$450k = $360k. The downpayment shall be $90k (CPF and/or cash).

In this case, you will need to resubmit a fresh HFE. Your loan will likely be reduced as only owner's income can be taken for loan assessment. Occupier's CPF cannot be utilised for the flat too.
