Hi,
1) There was a change of policy in 2012 to only allow buyers to request a valuation report for an HDB flat.
2) In order to put up a request for an HDB valuation report, the buyer will need to get an OTP from the seller.
3) Buyer must already register an "Intent to buy" before submitting a request for a valuation.
4) You may do your online submission of the above on a resale portal using your singpass:
https://services2.hdb.gov.sg/webapp/BB31AWDashboardWeb/BB31PLogin.jsp
5) Alternative, if you just want to find out an HDB flat estimated value, you may employ a valuer to do an informal valuation. The cost of a valuation cost range from $250~ to $300 depends on the individual valuer.
6) However, do note that this value is not recognized by the HDB. Only the appointed valuer for each valuation request is valid for each OTP.
