I have recently transacted several units in Seng Kang area and the units were sold at valuation. In today's market condition, most of the units are done at valuation or below valuation as there is an oversupply for units looking for buyers.
In my opinion, since it is a buyer's market, it will be unwise to pay a COV for a unit in Seng Kang.
