Email to the HDB branch in charge of your flat (use the below link)

Explain, attached with photos request their assistance to assess the problem.
They will liaise with your neighbour above you to assess what is real cause.

Check with them whether can apply for subsidize rate to repair this. If it is subisdized, it should be around $600 for one toilet, split equally between your neighbour and yourself.

The most important thing is try to speak to your neighbour nicely regarding this, so as to speed thing up. It is not their intention to cause this problem either, thus don't blame them for causing this if it is their water proofing problem.

Good morning Benjamin,

Since you are staying on the second floor, you will need to firstly inform HDB about the water leaking within your unit. Then you will need to talk to your neighbor who is staying directly above your unit on the water leakage. Both of you must be agreeable to engage contractors to work on the water proofing for your neighbor's unit toilet.
