It is true to a certain extent that the new HFE procedures have slowed down the resale process, as without HFE the buyer cannot enter into the resale OTP. Another reason is the bumper crop of hdb flats available in the May BTO & SBF exercise, which will inevitably take away some buying interest from resale for the time being. But let's not forget that there is still a transition group who have their Intent to Buy and HLE ready and can still purchase a resale HDB with that so long the ITB and HLE are still valid.
I have personally concluded a few hdb transactions where the buyer is using the new HFE, so the market may seem slow in the past 2 months but is gradually picking up. The momentum may be disrupted again by the 7th lunar month but definitely people are adjusting to the process. The recent HDB price trends also indicate overall prices are growing albeit in a slower pace.
