Hi,
This is the only way to do... to file a claim with the govt body... they will then take action against the owner

Cheers!

My Answer with regards to your Question:

I understand your brother's situation and it's frustrating that the landlord isn't returning the deposit. Here are some options your brother can consider to get his deposit back:

1. Try to Contact the Landlord Again:

Email: Even though your brother is blocked on other channels, try sending a formal email outlining the situation.

Mention the tenancy agreement details (if any), deposit amount, and date it was paid.

Clearly state that the owner is breaching the tenancy agreement by withholding the deposit without reason.

Request the deposit to be returned within a specific timeframe (e.g., 14 days).

2. Appoint a Representative in Singapore:

Friend/Relative: If your brother has a friend or relative in Singapore, they can act as his representative.

The representative can visit the property and try to speak to the landlord directly.

They can also help with any communication or paperwork required.

3. Engage a Dispute Resolution Body:

Singapore Mediation Centre (SMC): SMC (https://mediation.com.sg/) offers mediation services for tenancy disputes.

A neutral mediator can facilitate communication between your brother and the landlord to reach an amicable solution.

This can be a cost-effective option compared to legal action.

4. Small Claims Tribunal:

Last Resort: If mediation fails or the landlord remains unresponsive, your brother can consider filing a claim with the Small Claims Tribunal ([invalid URL removed]) in Singapore.

This process involves filing a claim form and attending hearings.

While the filing fee is relatively low, it's advisable to consult a lawyer for guidance on navigating the Small Claims Court process, especially since your brother is not physically present in Singapore.

Documents to Gather:

Tenancy agreement (if any)

Deposit receipt

Communication records with the landlord (emails, text messages)

Additional Tips:

Keep Records: Maintain copies of all communication and documents related to the tenancy agreement and deposit payment.

Time Limits: There might be time limits for filing claims in the Small Claims Tribunal. It's best to act sooner rather than later.

Disclaimer:

This information is for general guidance only and does not constitute legal advice. It's advisable to consult with a lawyer specializing in tenancy disputes in Singapore for specific recommendations based on your brother's situation.
