Yes. I have assisted some of my clients in purchasing under foreign spouse scheme and first timer grants is also applicable. As to your question of your wife holding a foreign property, there is indeed a regulation from HDB disallowing owner or essential occupier from holding foreign property. However from my experience, HDB do apply some leniency upon appeal to allow the affected party to continue holding a foreign property with valid reasons. I am well specialised in HDB transactions.
