If you are referring to Temporary Loan scheme, yes to be eligible you need to have secured a buyer for the existing flat. This interest rate is recalculated every month and typically higher than the hdb concessionary rate of 2.6%. For defects check, it is difficult to determine. For similar cases, typically I will request for an extension of stay for the sellers so to ensure a smooth transition.
