Units in D9 is more resilient during market correction. Hence for long term investment, it will definitely be better. However, market in D9 has been cooling off, hence I would think it would be a challenge to benefit much from its capital gain.
For District 15, its upcoming and the prices are catching up. This is largely because of the sea view and the many good schools there. Its considered one of the best place to live outside of city.
