For a HDB BTO/SBF application, if I am invited to select a flat, but am not in Singapore, can I appoint an attorney (who will be an occupier of the flat) through a Power of Attorney to attend on my behalf?

Yes, this is possible. The POA can select the flat on your behalf.

Hi,

1) Anyone can be your POA and not necessarily be a lawyer.
2) You can do the POA when you are in Singapore by engaging a lawyer to do it.
3) If you are already overseas, then you will need to engage a local lawyer and sign it in the presence of either a Singapore Consulate Officer or a Notary Public.

5) This POA will be able to select units on your behalf.
