Hi,

1) Do note that you have to be eligible to purchase an EC under HDB policy for this type of EC that has not met MOP.
2) You are able to use the $30k grant for the down payment if you are eligible for it.

Yes, you can use grant as part of the downpayment. As grants are credited to your CPF, the minimum 5% cash is still needed as downpayment for the EC purchase.
