    thank you. from my observation, HDB website did an update on the description for the eligibility criteria with respect to owning private properties with more clearer definitions than previously, but a plot of land for residential use is not listed in the list they have put up, therefore it is still best to seek clearance from the authorities instead of taking our opinion here, since ultimately, they are the ones who have the authority to decide whether you are eligible or not.
