Yes if you are currently the owner of a hdb flat, you have to stay 5 years before you can apply BTO again. Thanks and hope to discuss further.

If your current resale HDB flat w/o CPF housing grant, no need to wait for MOP 5years, but make sure MOP fulfilled at the time of key collection.
If current resale flat with CPF housing grant, MOP must be fulfilled, then you can apply BTO/NEW EC.
