1) You don't need an agent to buy a BTO flat.
2) If you are not tech-savvy, you may ask your juniors to assist in your application.
3) Alternatively, you may approach your HDB branch office for assistance.
4) You will have to apply for an HFE (HDB Flat Eligibility) before able to apply for balloting.
