It depends on whether you engage a HDB lawyer or private lawyer for your transaction. If you engage a HDB lawyer which is cheaper, you will need to attend the HDB completion appointment personally. If it's a private lawyer, then you will not need to attend the completion.

I can only guess you might be always traveling or working oversea thus has difficulties to attend to the selling process.
Overhere, would briefly go through the selling process for your understanding:
Essential item you must have is "Singpass". For HDB selling process, you wouldn't able to start without a valid "Singpass".
Once you obtain "Singpass", selling process would be as follow:
1) Register "Intent to sell" on HDB website.
2) Invite/advertise your HDB flat to potential buyers.
3) Issue "OTP" to buyer
4) Attend to valuer on site if needed.
5) Submit resale application to HDB upon buyer exercise OTP.
6) Pay all outstanding bill till completion date to town council, IRAS, SP services etc and stops all GIRO service.
7) Appoint HDB or private lawyer. ** Private lawyer is needed if this is bank loan.
8) Pay any outstanding loan if there are any to bank. You have to inform bank if needed sales proceed to pay outstanding loan.
9) Attend completion at HDB office to handover keys if HDB lawyer is engaged. If private lawyer is engaged, you may handover the keys to them and excuse from attending the HDB completion appointment.
