The regulations for Singapore Citizens, PR for more than 3 years and Singapore/PR couple are different. For example, Singapore citizens above 35 are allowed to purchase a HDB on their own but PR is not eligible. Singapore citizens are also allowed to obtain HDB loan but the only option for PR is bank loan. There are various other regulations and it best if you can contact me personally for me to explain. Hi,

For SPR/SPR family nucleus, we will need both SPRs to have at least more than 3 years of SPR in Singapore to be eligible for a HDB resale flat.

SPR buyers are also not eligible for HDB loan, they can only take a Bank loan.

SPR/SPR buyers will also be liable for a 5% ABSD upon their first property purchase.

Lastly, they are also not allowed to keep their HDB flat should they purchase a private property in the future.

SPR need to pay 5% ABSD (Additional Buyer Stamp Duty) whereas Spore Citizen "Need NOT'

Regardless you being an SPR or Spore Citizen, you will need to be eligible for HDB Resale purchase in the first place.
