There is unlikely going to have an impact on the HDB resale market. If you are a seller, will you be reducing your price just because of this measure where ABSD increment is targeted mainly at 2nd and subsequent properties purchase as well as foreigners or purchasing under trusts where they are ineligible to purchase a resale HDB?
This measure is also unlikely to have significant impact on the rental market in my opinion because of the impending supply that is coming up to the market which will likely cause a slight dip in rental, if not for this measure that is causing foreigners who had intentions to purchase a place here think twice about doing so and may likely continue to rent with the increase in ABSD. This will likely cushion the impact on the potential falling rental market in a rising interest rate environment where homeowners of soon to TOP units may find highly pressurised due to the full monthly instalments kicking in.
