If its a choice between resale hdb / new EC, it depends on the location and any growth / infrastructure plans that are planned for the area. As its for stay, there are some subjective factors (like lifestyle, proximity to loved ones) which only you know best. For resale hdb, you have more locations to choose from but new EC are mainly in the outskirts. You probably will get broad answers with a broad question.
