Hi Kelvin, you have to be at least 35 years old in order to be eligible under single singaporean scheme. Essential occupier means that he/ she must be included in the application in order to form a family nucleus with you. In order to be eligible for public scheme, your parents must either be SC or SPR. And to apply for BTO, the applicants must not own any private property in Singapore or overseas. If not, he/ she has to dispose off the interest in the private property and observe a waiting period of 30 months before BTO application. If your dad is a SPR, he can form a family nucleus (public scheme) to purchase a resale HDB with you but he has to dispose off the interest in the malaysian property within 6 months from completion date.
