Hi,

It doesn't matter whether its an upgrade or downgrade. As long as its your 2nd subsidized flat for purchase, the resale levy is payable. Amount depends on when the 1st subsidized flat is sold. If its sold after 2006, the resale levy will be 40k for 4room and its payable only in cash.

Hi,

Subsidized flat in Singapore has few interpretation.
As long as it is bought direct from HDB, i.e. BTO, SBF or EC direct from developer, or resale flat with grants are all refer to subsidized flat.

So if your interpretation of subsidized flat is any of the above, then, the answer is yes.

You are liable to pay resale levy which amount to $40k for 4-rm flat. And this amount has to pay by cash.
If there are excess cash from your sales proceed, you may also use that to pay for this resale levy.
