Good morning,

you will be considered a first timer if you never take any housing grants for your existing flat. If not you will be considered second timer and resale levy will be applicable if you buying another subsidised flat (BTO or EC) direct from HDB.

Not to worry, loan will be partially or fully redeemed by sale price upon sale completion.

Hi, the first timer will apply as long as you have not received any grant during your first purchase. If you have taken a grant before, you will be considered a second timer and will have to pay a resale levy depending on the type of unit you are holding. You will then be required to sell your unit within 6 months of obtaining your key. HDB Loan can be cleared when you sell the house. You can check if you are able to apply for a HFE first, which can tell you your budget and eligibility.

1.If you didn't enjoy any grant for your current flat before then You are considered as First timer.
2. To clear off Loan before sale you may approach HDB for the advise.
3. Most people clear off the loan on sale process of your flat.
4. To sell your resale flat you must fulfilled the Minimum Occupation Period (MOP 5 years) & Plan your finances before entering into other property deal.
5. Make sure you own no other property locally or oversea before applying for BTO.
6.BTO flats
Median waiting time is currently 4-4.5 years, HDB aims to bring waiting times down to 3-4 years by 2024.
7.Income ceiling Up to $14,000 for families
Up to $7,000 for singles

Don't fret, as the loan will be repaid partially or fully from the sale proceeds upon completion of the sale.

You'll then need to sell your unit within 6 months of obtaining the key.

Did you take any Housing Grant when you first purchased your current flat? If yes, you will be deemed as a second-timer.

As for outstanding loan, you do not have to clear it before you sell the flat. Upon legal completion, the sale proceeds will be worked out, and if it's a positive sale, you will get Cash sale proceeds, and CPF refunded if you had utilised CPF funds for your flat.
