I have came across a similar situation like yours recently. There can be no solution in such an incident, but to find out what is the reason behind your mum's decision in holding the property despite the situation. It can be helpful to find a trusted family friend or relative to speak to your mum in this instance, and when we are aware of her concerns, chances of resolving the objection can be increased.
1 assumption I have for this case is that your mum maybe worried that she will have no roof over head the moment this house is sold, that no one will take her in and care for her therefore the house is the only fall back she has to protect herself? That is why I always feel communication between all parties and family members is important. Without understanding their concerns, we can only guess and there will be no progress.
