As long as you have fulfill the 5-year MOP of your current flat, you will be eligible to purchase another resale HDB from the open market, regardless of size.
It does not matter whether you have existing loan, you will still be able to loan up to a max of 75% of the purchase price/valuation price for your HDB purchase.

1) You are not allowed to buy EM for investment purpose.
2) By buying a resale EM, you have to dispose off your current HDB flat within 6 months upon key collection.
3) You have to satisfy MSR requirement to take up a new loan regardless applying for HDB or bank loan.
4) Current outstanding loan will be offset upon disposing your current flat.
5) You may still apply for HDB loan which is up to 90% of the valuation value if this is your 2nd attempt of apply HDB loan.
6) You have to apply for bank loan if you had exceeded twice successful HDB loan application.
7) By getting bank loan, you have to prepare at least 5% cash and 20% by cash and/or CPF.
8) If this is your 2nd HDB loan attempt, you have to note there is a 'right-size' policy involved. Thus you might not have enough cash for the 5%.
