1) According to current HDB policy single citizen can only purchase 2 room balance sales of flat in a non-mature estate.
2) Non-Mature Town Estates are as follow (Note: the list might not be exhaustive):
Bt Batok
Bt Panjang
Choa Chu Kang
Hougang
Jurong East/West
Punggol
Sembawang
Sengkanf
Tengah
Woodlands
Yishun
Lim Chu Kang

Unfortunately singles are only allowed to purchase a 2 room falt in non mature estate area if buying direct from HDB. You may want to consider a resale where more grants will be available with no restriction on flat type and location. DO contact me at 93375051  for a free and non obligatory discussion on this.
