Hi,

Yes SPRs can purchase resale EC, its considered private property. There won't be any 5 year MOP to be met, but any sale within 4 years of purchase you will incur SSD (sellers stamp duty).

If you wish to have 2 properties, its better to purchase one property individually from the start. Thanks and look forward to discuss and value-add to your housing plans further.
