No, the minimum has to be SPR-SPR (both to have been SPR for minimum 3 years) in order to be eligible.

Unfortunately not. Either the SPR must become a Singapore citizen, or the LTVP spouse must obtain PR status. Both parties must then hold PR status for at least 3 years before they are eligible to purchase an HDB flat.
