Hi,
1) You may only pledge your flat when the flat is fully paid.
2) This is only under situations where you are unable to meet the FRS (Full Retirement Sum), you may pledge your flat for the sum of 50% of the FRS.
3) You have to put up an appeal in order to do so.
4) If you are unclear or in doubt about the arrangement, it is strongly encouraged you to make an appointment with CPF staff:
https://www.cpf.gov.sg/member/tools-and-services/cpf-appointment-service
5) The officer will be able to answer all your doubts and assist in your appeal.
