Your info is limited, my answer might not be appropriate for your situation.

1) Yes, as long as your sibling is eligible according to HDB policy.
2) Sibling's spouse must at least be occupier to form a family nucleus regardless he/she is foreigner, PR, or SC.
3) Do note that transfer ownership is as good as selling your share to your sibling. Your sibling shall subject to buyer stamp duty.
4) If you have utilized your CPF, the minimum cost for your sibling will be to return your CPF + accrued interest.
5) Legal fee is applicable.
6) You do not need to engage an agent to assist you in transferring. You just need to approach HDB for assistance.
7) You may approach your HDB branch office for assistance to start with.

Hi,

Before you can even consider to transfer your HDB flat to your sibiling, you will have to ensure that he (and his spouse) are eligible to purchase a HDB flat under one of the Eligibility Schemes.

Should they be eligible, they will need to pay back to you the CPF monies that you had contributed to the flat, plus accrued interest.

Stamp duties is also payable, together with legal conveyancing fee.

Yes you my transfer your flat to your siblings on condition:
1) Your sibling is eligible to take over your flat under one of the HDB eligibility scheme
2) HDB approves the transfer and approval is at the discretion of HDB
3) Your sibling must refund you back your CPF usage that you use to finance the house plus accrued interest of any.

To answer your question, yes your sibling spouse need to be at least the occupier and there might be a problem if your sibling spouse already own another property in Singapore including private property.
