can I transfer my HDB ownership to my brother? Both of us are co-owner of this HDB. We brought this flat 10 year ago and we're both SPR.

SPR is not allow to solely own an hdb unit. you are buying under silblings scheme. there is no more such scheme.

I'm afraid you can't as those are the basic requirements set by HDB for minimum eligibility to acquire a flat.
